HotKeys or Shortcut Keys

Each application has a set of combination keys that the user can press and launch a command. For example, if a user press "Alt-PrintScreen" it snapshot the active screen to the clipboard.

I am interested to know where is the key combinations are stored? Is it in the registry?

Reason: I would like to know what has already been use for a setting already.
