When i drag a cell i get this message (Attached)
"The clipboard cannot be emptied. Another program might be useing the clipboard"
It is annoying. Every drag i do has this message.
How do i stop it?

No It does not help.
The clipboard is empty and still does the same thing
You are not running Skype or VNC?
No, and i disabled the skype add in for ie9
Does this happen only with Excel? Can you copy and paste text in Word?
It is not copy and paste.
It is draging 1 cell to another cell.
When the draged cell lands on the new cell that is when the error occurs
Even though you are dragging the cell contents, the clipboard is still being used, the same way it would be to copy and paste text in Word. However, you could also try to highlight a group of cells, press Control-C to copy them, click on another cell and press Control-V to Paste them. See if you get the same error.
I tried that and did not get the same error.
I then tried to drag the same cells and got the error
Does rebooting the pc help?
If the Copy and Paste works in Excel, but the dragging does not, then we have narrowed down the problem as only affecting the drag and drop in Excel, so it is not a clipboard issue. If Excel will run in Safe Mode, you could try the dragging operation in Safe Mode to see if you still get the error. If you do, then it is definitely an Excel only problem. If that is the case, I have not seen a definitive fix for it. You could report the problem to Microsoft, although there is no way to know what they might do.

I've seen this problem before with programs like "Go To My PC" a lot. I found that even after I uninstalled the program it still left a service installed. After I turned the service off and rebooted the computer I problem didn't return.
So, my suggestion would be to uninstall any desktop sharing software you have and reboot. If that doesn't fix it, look through your services and see if one of the remote desktop programs you've uninstalled left a service installed.
After that, reinstall the remote desktop programs you "need" one at a time, so if the error does come back you can tell which on it is.
If none of that works browse through your event viewer and look for related errors. Alot of times the event viewer will be more detail on the errors.
