is this a dying mobo ?

Hi Folks

I had this mainboard and it seems like it is dying ? :

Recently, I added a new (2nd hdd) Hitachi sata 3.0 with another already installed hitachi sata 2.0 hdd. Now, the machine seems to be hanging randomly. I tried doing so many things for three days ..... but in vain.

I noticed some leaks ? on the mainboard. I have taken a pic of it and hope you can confirm if the mainboard has issues :

I have circled at two points but you can see there are more leaks in the lower left side of the pic.

I don't like the look of it, whatever it is it is bridging the tracks, which is unlikely to do any good :(

is it getting overheated which led to such leaks ? what are those points - some chip ? or just solder ?

The two capacitors are raised off the surface of the mobo.
May have been caused by overheating and/or power fluctuations.
