I want to format a memory stick with the EXT3 format.
I have been told I need the Linux Boot CD to do this.
Is this free software?

It depends on what distro you want, but there are a lot of free versions (Ubuntu, Fedora, etc).
Gparted/Parted Magic would do the trick also. It's on UBCD. Link is in my signature.
Ubuntu is the easiest distro to get to grips with. If you burn the ISO to CD, and then boot a PC with the CD in the drive, you can run Ubuntu in a "Live" mode, without installing anything. You'll find Gparted in the System>Administration menu.
A Ubuntu CD is a handy thing to have, because you can use it to rescue data from a broken Windows PC, among other useful things :)
