Stops at splash screen

PC has a Gigabye GA-MA78GM-S2H MB and a AMD 6000 dual core cpu with 4 gig ram. The screen went black so a reboot was done and then after the reboot the splash screen loaded and it looked like windows was about to load but it went went black. Startup repair was tried but made no difference. Safe mode works sometimes. I deleted the video drives in safe mode (one time it did work) but that made no difference. I put in a video card and connected there instead of onboard video it was useing.
Now it boots to the splash screen and freezes.
It probably is not video what else is there?

I have done a reinstall of windows 7, after it had installed io restarted it and it stoped at the splash screen again.

That sounds like a driver issue of some sort. Will it boot into Safe Mode still?

When you say "splash screen", do you mean the BIOS screen? If so, go into the BIOS Setup and disable the splash screen. You should then get a much better idea of the point at which the hang is occurring.
