I took some pictures at a wedding yesterday using a lumix FX10. I didn't realise white balance was set to flash, so all my outside pics have a marked blue tinge. Can I re-balance this to get them looking right?

Depends on the photo editing software you have. Photoshop and Photoshop Elements will fix the white balance. Probably or possibly PSP can too. Possibly free programs such as GIMP will also. I can't say about any of those programs except PhotoShop and PhotoShop Elements because those are the only two I use for editing white balance.
My regular image editor is micrografx, but I do have photoshop CS8. How do I go about adjusting the white balance?

GIMP is freeware, PhotoShop isn't. And no, GIMP isn't Photoshop in any form. Limited editions or trial versions of PhotoShop only have certain functions, not like the full version of any Photoshop. CS2 is a an old Photoshop version, which by the way, didn't come in limited editions.
