XP saves nothing
A friend took his pc to a shop for repairs, windowsxp was reinstalled with what is possible a corporate edition or maybe a ghosted edition.
No matter what is saved when useing it or installed when it is shut down and restarted whatever wassaved or installed is missing.
Any ideas?

Bring it back to the shop.

anne--I tend to agree with Broni. But you might try one thing first.
I assume your friend is using File|Save As when on a webpage.
Pick something to Save. Click File|Save As. Now look in the Save Webpage window. Make a careful note of what is written in the "Save In" and "File Name" lines.
Now Save and Reboot. Look in the folder indicated in the original "Save In" line. Is the file you saved there? If not, run Start|Search and Search for the file name using at least some of the words in the original "File Name" line. Can you find the file? Where is it? Do you find other, earlier saved files there?

It is also possible that it was set up with something like Acronis Try&Decide or GoBack that automatically restores the PC to its previous state when it is re-booted. Either way, it is time for the "repair shop" to fix it correctly.
