does anyone know how to create a shortcut to a file using DOS commands
I have this ==> c:\folder1\file.txt
I need this ==> c:\folder2\file.lnk
This would really help me out a lot

And are trying to get the .lnk to run? Or maybe you are using the wrong extension there. How about program you are runing?

I think there is some mixup, the extension for a shortcut, LNK not INK
Shorcuts don't run - my nose sometimes run - my INK runs when I use a fountain pen ;)
Shortcut or "link" to the original file; similar to an alias on the Macintosh platform; may be created in Windows by right-clicking a file and selecting "Create Shortcut."
If the LNK file is a shortcut to a program (.EXE file), it can contain attributes to define how the program runs; to set the attributes, right-click the shortcut file, select "Properties," and modify the Target Field. LNK file icons typically include a small curled arrow to indicate that the file points to another location.
Just call the actual program.

Note that I've never tried Microsoft's "shortcut.exe" on Windows XP or Vista. It does work in Windows 9x/Me.

I - STFW - found shortcut.exe, then I - RTFM - found how it works

FYI - shortcut.exe is documented to work under XP (which is what I have, and can testify that it does) but not documented to work under Vista.
