Internet connection

A friend is running windows XP. the modem for his cable connection is not working correctly and have replaced it and the network card also. Took it to a diagnostics center and the tryed diff modems and still nothing. Other than that the computer is working fine. They said he had to format his hard drive and start over. I find that hard to believe that. Any suggestions...Thanks

Get the WinXP CD handy, then go to Start>Run and type "sfc /scannow" without the quotes (you don't get any report from the System File Checker, it just silently replaces and corrupt or missing system files that it finds).
