Just compared these two disks:
Vista Home Premium OEM
Vista Home Premium Upgrade
Can report that they are identical in every way, I know it's already been mentioned but I thought I'd check it.

And it's always been that way.
The difference is in the packaging.

There was differences in some of the files on the disk, for instance you couldn't use an OEM disk with a retail key, or an upgrade key with a full disk.
The two vista disks I compared even had the same label, it's only the key that changes it's version..
