From the horse's mouth
Microsoft has also tightened up the specific rules around what hardware an OEM copy of Windows can be sold with.
Straight from the horse's mouth -- "spokesperson" at Microsoft Australia:
"OEM versions of Windows Vista must be distributed to end-users with a fully assembled computer system and must be pre-installed."

Well they've been saying that they were going to tighten up on OEM distribution for quite some time - with WinXP as well. It remains to be seen whether OEM discs actually end up in the retail channel. I suspect they will do.

So we won't see any more OEM Windows versions bundled with 16MB edo ram or whatever other hardware was lying around the shop when they wanted to sell it?
