I have an old pentium II with a chaintech 6btm motherboard when i start it up I get no display and it makes a wailing sound. Does anyone have an idea of what going on?

Check that the CPU fan is running, that sounds like it could be a fan failure alarm.

Fan is running it was the first thing i checked
If processor is in confirmed working order,
Test in another verified working mobo,
The mobo itself may be defective/damaged.
The bios beep codes it may be the video card or motherboard. It sounds just like a emergency vehicle
I hope its just the video card. When it starts up the monitor has a display of no signal.

Match to suit.
The siren sound can be a CPU overheat warning, but there is a note specifically for the 6BTM here indicating possibly a PSU problem.
