Shutdown Problem

I am working on a computer that will not shutdown. It goes through all the normal steps when shutting down. However, when it gets to the point it should shutdown, it restarts. Any ideas / suggestions for correcting this problem?

Hello JodyWood, the only problem stopping my Windows 98se machine shutting down was solved by this
It has been well used and sorted my problems before i got XP
Try this if you have not tried it before.
