I want to make a couple boot diskettes that can access a FAT 32 drive, but I don't want to buy Windows 98 (which includes the program) just to do that. My version of 95 does not include it. Is there any other way?

Any of the 95, 98 or 98SE bootdisk here will work.
The files above are disk images. Download the file to your C: drive, put a fresh disk in your A: drive, then click on the file to create the bootdisk.
By the way, they will assign the letter R: to the cdrom.
