I doubt there's something in the group policy that would do it, but if you check Advanced properties on the Novell client, there should be an option to disable it.
Remember though, the "Workstation only" option is an important backup in case the Novell network infrastructure becomes disabled or is otherwise unavailable. You haven't mentioned why you want to disable it, but to throw my $0.02 in you may want to just disable local accounts (other than admin) to prevent people from logging in locally, this still gives you a backdoor if you need one.

I have a couple of questions in regards to the 'Windows login box' and 'User Profiles' in conjuction with a Netware environment. I am configuring something called 'DLU' or 'Dynamic Local User'. It's a part of Novell's ZENworks. Basically what it does is create a user locally on the machine with the same credentials as there Netware login name (it gets rid of the Windows login box as it uses the newly created user via Novell's DLU) upon login. Now, I have been doing some extensive testing before I migrate my Windows 98 SE boxes to a mixture of Windows XP Professional and Windows 2000. My problem at the moment is, firstly, on a login of a new user to that specific PC with DLU enabled, everything works fine, the user gets created and all that, but when trying to run an application like MS Word 2000, it asks for the Office 2000 CD. Similiary if I run any other application. It has something to do with Profiles but am unsure how to fix this at this stage. thanks
