Instant Messaging with Command Prompt

I just want to know if there is a way to Instant Message someone that is NOT on the same network as the computer you are on, and still instant message them using Command Prompt. I know you probably have to know their IP address...but i still want to know if there is a way... Thanks a lot!

Sample:

You'll type "net send <IP address> Your Words here" (without quotes).
