Windows 3.11 and Internet

I'm using Windows for Workgroups 3.11 on Virtual PC, and I'm having some problems. I first set up the Microsoft Windows Network, then installed the network adapter drivers, then installed TCP/IP 3.11a. Then I removed all the other protocols and made TCP/IP the default, then installed the 16-bit IE5, and set up TCP/IP for DHCP. I set Virtual PC to Shared Networking and I'm using a cable modem. I've done everything I can think of, but it's still not getting on the internet. Other virtual PCs I have are working okay (Windows 95 and up), so I'm not sure what the problem could be. Any ideas?

What is Virtual PC?
Is that a brand name for PC hardware or a software application?
Who is the manufacturer of Virtual PC?
Do you have a working LAN? IF so, Can you exchange data files with other computers over your local network even though you can't set up internet acccess? What is being used as your DHCP server? Is internet Explorer set up to use a proxy server? Are you sure Virtual PC is compatible with this protocol and cable modem arrangement?

Since you don't know what Virtual PC is, you probably can't help me. It's a program from connectix.com that lets you emulate an entire PC on your computer. And yes, it's compatible with that protocol because the other virtual PCs I have installed (Windows 95 and so on) can connect to the internet okay, as I said in the first post. The 16-bit IE5 I have installed is configured for a LAN, and the TCP/IP protocol in Network Setup in the Network program group is set for DHCP, so everything, in theory, should be working, yet it's not.
