is this illegal?
i would like to download the installation files for 3.1 Windows for Workgroups operating system directly from the internet(also, i would like to download the installation files for Dos 6.0 or 6.22).....if this is legal and you know of a place online where i can get these things, please reply.

All versions of Microsoft's "MS-DOS" and "Windows" are commercial, copyrighted works. (More information on Microsoft's Piracy website). You should still be able to find both for sale on ebay.

But-- if you did legally own those at some point but over the years you threw them in the garbage... is it illegal to somehow acquire it now? You are still a licensed user even if the license is in a landfill somewhere... (just kidding... but still...)

From a third party, yes, (in most cases).

Illegal for them to distribute, but what about for you to receive? It's like in some jurisdictions where it is illegal to sell cigarettes to kids, but once the kids have them it is considered legal and can't be confiscated, and the kids can't be charged by police for buying them.
Maybe I'll email Microsoft. They'll probably send me a copy of DOS 6 just to shut me up!

It's illegal to distribute and to receive copyrighted software without the permission of the copyright holder.
