A reinstall, as jdc2000 alludes to, may be the best bet since even if you do manage to extract the bib.dll file from your install CD or self extracting executable finding out where it goes may take a little while. It may have to go in the Windows folder, the main Photoshop folder or one of any other half dozen or more folders.
Getting another bib.dll file from another source might be an option but you'd need to be sure it was the same version since different incarnations of Photoshop may need newer/older bib.dll files and you'd still need to figure out where it actually goes.
Looking at the adobe photoshop forums and searching for bib.dll wasn't too helpful.
http://forums.adobe.com/search.jspa?...SAGE&q=bib.dll
One other option...
Perhaps another member here who has Photoshop 7 installed can have a look at where their bib.dll is located and zip a copy and attach it here. Note that the location in XP may be different from Vista and Windows7.

This is for another adobe Program and the locations of that dll in XP.
C:\Program Files\Adobe\InDesign 2.0
C:\Program Files\Common Files\Adobe\Workflow
It is in both locations.

Might need to register the .dll also. My guess is that he doesn't have the installation media.
