Out of Frequency
I have a problem with my monitor stating that it is "Out of Frequency" and starts a count down fro 19 to 0. Then the monitor button go from green to yellow color on the "on/off" switch. It was working before I left the West Coast to the North East. I am currently using Windows Vista. I used my friends monitor on my PC with no problem, but when I switched to my monitor does not display anything?

Do you at least see the Bios? If it's just Vista, then it sounds like the resolution is too high. Boot to safe mode, and set your resolution to a lower value.

Out of frequency
I cannot get to the safe mode or any other display except the monitor count from 19-0. do you have an other ideas?

Did you try your monitor on another computer?
Is it an LCD with both VGA and DVI ports? Specifics would help.

Borrow your friend's monitor again, then while that is hooked up to the PC, lower the resolution down to something like 1024x768. Then hook up your monitor and it will either auto-adjust to the correct res, or you can manually set the resolution.
