Download vs Upload speeds
I have a cable connection and just to make sure I am getting what I am paying for, I run a speed test nearly every day. My download speed is always about the same, right around 9.7 Mb/s. What is odd is that I've noticed that my upload speed has dropped considerably and is now down to about 1 Mb/s. Is this something I can correct or does that have to be done by my provider?

Have you emptied the temporary internet folder?
Makes a difference lots of times.

Provided I understood your question correctly,
Double check with your ISP contract.
Upload and download speed is usually different.

I have noticed and also read that speed testers are not always consistently reliable since various factors affect them at different times. Have you compared readings taken with other testers?
If you are getting 9.7 consistently, that sounds like an interesting development. Which tester do you use?

What was your upload speed previously? What speed are you "promised" by your ISP?

I use speedtest.net most of the time, although I have used others. I am supposed to get the download speeds that I am getting but am not sure of what the upload promises were. I do know that they used to be higher, usually around the 4Mb/s range. I just checked again this morning and the readings were almost exactly what they have been averaging.

9 down and 1 up sounds pretty typical for any sort of hispeed connection. 4 up sounds unusually very high esp for DSL. You really should find out what it's supposed to be before you spend lots more time trying to fix a problem that may not exist.
