An ISO is a self contained image of a cd or dvd. Now if each of the two ISO's individual contents is such that the amount of actual used space (by data/files) on the cds/dvds they represent is smaller than the size of a single cd/dvd then they can be combined. If not... What are these ISOs of?
To merge them though what you'll need to do is use a program like ISOBUSTER, WINISO, ULTRAISO (etc) to extract the contents of each and then rebuild a new (combined) iso. Or, you can extract the contents of one and add these contents to the other ISO.

Just relized you mentioned using virtualdub and dvdshrink? Are these dvd-video (ie. movie) dvd ISOs? If so then it changes a few things.

Given those sizes (mb) those are either very short movies, or they are not in standard dvd-video format. Sounds like they are in another format (divx, avi, mpeg, etc). First thing to do is get an ISO extraction tool (UltraISO, WinISO, WinImage, etc) and extract out the actual contents (files) of the ISO images. At that point ya can see what your working with and what it will take to merge them.
