Does anyone know if there is such a command? If so how do I do it?

There is no such MS-DOS external command to eject CD-ROM drives, except those packaged with CD-ROM drivers. They aren't official MS-DOS commands, though, simply programs supplied by hardware vendors, or written by bored people.
Here's one such utility to eject a CDROM drive from DOS: http://www.ou.edu/pub/simtelnet/msdos/cdrom/fxeject.zip
