Welcome to the Forum.
First off, we need to know about your install disks. Are these Factory install disks? If so, you should have disk starting with "Setup Disk 1". If these are genuine setup disks or exact copies of factory disks, this will most likely be Windows 95a, a FAT16 version only.
Now there are two versions of that as well. One os a "full version" which is designed to be installed on an empty computer. The other is an "Upgrade version" which is designed to be installed on a computer with a Windows 3.1 already installed. I suspect this is what you have.
Since each has a different technique for installing, we need this information.

What file did you run on the first floppy? I have win 95 upgrade on floppy, 13 disks. I run setup.exe to install from the Dos prompt. I did a clean install with this version. During the install it looked for the previous version, I just put a Win 3.1 setup floppy in and told it to look there. It checked the floppy for the correct files and then continued with the install no problem. If you set your bios to boot from the floppy you should have no problems installing.
I don't know the same things you don't know.
