Although I've never tried it, you could back up all your sensitive data then insert the WinMe install CD in the drive and close the door, and try to re-install WinMe that way.
A backing up of sensitive data to removable media, format then clean install of Windows with the modem drivers at hand is another option. Be sure and shut your computer down for a full 60 seconds before the format to clear the memory of any trace virus'.
