Can't launch program .db
I have a Folder with a progam file in it that was transferred from an old computer (after it crashed) to new Windows 7 PC
The CD with the isntall progarm is damaged, and when I attempt to launch the program from its Foldery I get the following error

I suspect it might be a Windows Registry issue, but that's only a guess.
Is the are away to get aroubd thus erroe, and if not how can I access the .db file that has the info I need

For the last decade or so, most application programs must be installed using the original installation routine. The reason for this is bcause they usually make from several to hundreds of registry additions and changes, as well as extract and move a slew of files to folders\subfolders all over the hard drive. And exactly what, needs to go exactly where, is entirely up to the team that created the application.
So as you can tell, in these cases, simply copying a 'program file' folder over to a new hard drive is never going to work.

Now to determine what I can use to open and access a .db file

.db indicates a database file.
However the format of the data depends on the program and may not be able to be opened or read by modern database programs considering the age of the program.
You say the install program is damaged, in what way ?
If it is just crashing when you attempt to install, have you tried opening the cd, finding the install executable and running under compatibility mode?

Of course if the program wants to make a online check to verify any required security such as an licence code you may be out of luck, given the program makers (bangzoom software I think) are closed.
You could also try installing modern gun tracking databases and see if any can import the data from your obsolete program.

The CD isn't being recognized, and I can't even explore it. I am having a tech shop look at it, but contingency planning right now.
The program was written by a company called Bangzoom (now out of business) in 2006
