How do you change a 1MB jpeg pic to 45KB jpeg pic?

Dang man, i was hoping for better sticky info on how to manage pictures.
I take a pic, send it to the pc, and view it but for the life of me I can't decrease the mega pixels. i wanted to upload a pic of my pc case but its too large (1.12mb)
i thought i could just save the jpeg in a different format but i can only seem to increase the mp lol and does anyone know why they turn sideways/ rotate? in fact i rotated it and it doubled the size?
    wimper..Photolady!?? anyone???
    thanks

can you tell i just boought a camera ?

OPen the .jpg with MSPAINT then:

    1. On the top tool bar Image > Stretch / Skew and change the % to say 50% for both and the Save As new name.jpg so as to leave your original intact. The new .jpg should be much smaller.

    Or

    2. Save As PNG format. The new .png should be smaller although I have had small .jpg files increase in size when saved as .png though generally not.

To post a photo you need to have it residing on another website, such as www.photobucket.com then you upload your photo there, and copy the url of the photo and paste that into your reply message. You would need to use the Advanced options for messages. Though I think it has to be under a certain size, I don't think a 1mb would upload.

A website I use when wanting to know how large a certain resolution is pertaining to actual image size can be found in the link below:
