I got a new Compaq laptop 3 mos ago and after 4-6 weeks, it started making this continuous, annoying WHAAoooWHAoooWHAooo noise. I sent it to Compaq & they replaced the system board, keyboard & palmrest, but they returned it with the noise intact. I returned it again specifically begging them not send it back with that noise. After a week I got my computer back sporting a brand new CPU and the same old NOISE! I think some HEARING DISABLED person must be repairing my computer.
If I turn on radio or tv, I can't hear the noise. But most of the time I'm working & can't concentrate unless it's quiet.
The noise is loudest under the floppy drive, & is almost nonstop. It's taking me forever to write this message because I can't think.

freedom to demonstrate. It is the soldier who salutes the flag, who
serves beneath the flag, and whose coffin is draped by the flag, who
allows the protestor to burn the flag."
Hard to say. Does your floppy drive work? If it is still under warranty, complain you payed money for a machine to help you and not to give you headaches.
Thanks, Robwes. The floppy drive works fine. I appreciate your response & your sympathy.

Have them replace the HDD. It sounds like its spindal is out of balance... and iff this is true it will weare out soon. Another poissible noise source is the power supply.
Good luck

Tulsa & Bojovan..Is the CPU fan to the rear of the laptop? If so, I have 2 of them, but they are pretty quiet. And if I stop them with a small pencil, (a friend of mine suggested that) the noise continues.
Joi..I put the phone against the bottom of the computer the first time I sent it in & the support person heard the noise & seemed to know what it was. Guess he guessed wrong, cause that's when the motherboard was replaced.
Hans399..I will tell them your possible diagnosis, (as well as the others) & hopefully they will hear me this time. I appreciate all of your input.

I had this problem and it was the fan!
Bojovan: Please see my response to Tulsa's suggestion, above. And thank you for trying to help me.
