compter thinks it is on a network
when I try to open outlook express it gives me the error code that I am restricted from doing that by my network, however I am not on a network so i have no administrator to fix it, and I cant seem to...any ideas?

I am trying to open outlook express to type mail.
it says
you are restricted from running the internet connection wizard
please contact your network administrator for more information

You ARE on a network. You are on the INTERNETwork. Internet uses the same communications software that an internal network does. The only difference is that you have to dial the phone to get into it.
I know that doesn't solve your problem, but I thought I would point it out. You have network software installed and running on YOUR computer, that makes YOU the network administrator.
Suggestion, if the internet in general is working and the problems is isolated to Outlook, try reinstalling Outlook.
