To simulate Ctrl-Alt-Del you've basically got to write your own GINA (Graphical Identification aNd Authentication DLL) to intercept the call to the OS.
For example, the pcAnywhere gina stubs on to the msgina so that a remote user can hit a button and simulate a Ctrl-Alt-Del.
