Can you press Control+Alt+Delete and get a list of options? If that does not work, then it would appear that the boot process is hanging up somewhere. Try booting into Safe Mode. You may have to use the "Boot into Safe Mode when you can't start the computer normally" option if you have not previously set up the option to boot into Safe Mode.

    Possibly useful links:

If you cannot get into Safe Mode, then we would need to determine if you have a hardware failure or a software issue. Post the make and model of the computer you are having the problem with.

Click "settings" at the top of the page then on the left click "Edit Signature". You can put the details there.

VirtualDr email notices are not working.
    Check back regularly for responses.

Check the options you have available when you press Control-Alt-Delete. Then look through the links in post #2 and below to see if there is any way you set Windows to give you the boot options for Safe Mode. If not, then you may have to use on of the other methods from the links in post #2 to get to Safe Mode. Once in Safe Mode, you should be able to change the boot options. Do that first, then you can check Event Viewer to see where the boot process is hanging.
