Is there a way to put scan lines together. 29.97. I have 28 frames.

I simply have a high speed camera that has picked up all the scan lines off an older crt monitor. I'm trying to piece together the scan lines between...let's say frame 23 and 28. Is there some software that can do this easily or am I looking at the work I think I am. Trying to work with the local PD because they can't do thier job on thier own.

ANY help is appreciated. It is (from what I understand from them) It is 29.97 frames interlaced. I do know to break that down to 25 but can I put these frames together to make an understandable image. I'm heavily trying to get something off of the car and need that. I have no actual "clean" video otherwise.
