Reinstall windows 7 with files saved
And after completion there is no files saved just a fresh install.,
Gateway pc laptop came preinstalled with windows 7
Issues with laptop starting must have been bad operating file, so in safemode repaired windows windows. Two options save files/ do not save files.
Picked save files and after completion of reinstall no saved files . Why!!?

Why? - That is anyone's guess. The general rule when doing a re-install is to always assume that something can go wrong, and make sure you have backups of any important data, and possibly a full image backup as well. Then, if something goes wrong, you can restore your data or restore the image and try again.

If you want to try and search for any files, docs, photos, etc from the previous installation now you could try using Recuva.

The less you've used the computer between the new install and now the better chance of finding some but the odds overall are not high that you'll get many intact.
PhotoRec is another that I've used for pics that works well but is slower. You can use both one after the other if you want.

You'll need to recover any files to a different drive or USB stick.
VirtualDr email notices are not working.
