The download link for Vivaldi is below:
https://vivaldi.com/download/?lang=en_US
The blue/green button that says Download Vivaldi 1.12 for Windows is what you want. That should download an .exe file. If you get asked what you want to use to open the .exe file with, you have more serious problems.

TRAIN: My reply to you is on page 1. Did as you said but there is no "Windows Specifications" there. I even searched there for it. Now what?

Please bare with me and give me easy instructions as we go along

Were you able to download and install the Vivaldi browser? If so, how is it running? If not, what happened?

I went to HOW TO and I posted the BUILD information above. Went exactly as HOW TO told me to and they had the pics there to show me what I needed. Now you have me confused since I posted it above.
I have NOT downloaded Vivaldi because I have not had time will do in morning sometime.

TRAIN What about the manual push for updates? What is that and what does that mean?
JDC I will download or try to later today, have been sick with migraine. Vivaldi says cannot be downloaded.

I had no trouble downloading the latest version of Vivaldi. It may be time for a scan with Malwarebytes.

I wanted to post this before I forget it. There were 113 with Malware bytes and all of them were PUP.optional.S... All were from Google. I will try downloading Vivaldi again later and post my results.

O.K. as per my scan above, things seem to be working well with Mozilla. I also had NO problem downloading Vivaldi and it appears to be working also although it also appears I have a lot to learn on there to get the full benefits of it.
So much to see, to do, and so much to investigate as well as forums to join there. Looks as if I will be online for many hours the next couple weeks at very least just playing with it. Must say I am impressed but also confused with it all just now.
Any suggestions as to if I should use the tutorials, etc. to begin with as it seems I am going to want to do more there then just surf the web.
ONCE AGAIN: Thanks a million you guys ROCK!!! I do not plan to attempt to correct Cortana's issues or even use Edge anymore.

Probably got those pups from ad servers.
MBAM also has Adwcleaner that I like and use.
https://www.malwarebytes.com/adwcleaner/
Just so you know, some of that nasty stuff gets pulled in from ad servers.
