    defender won't turn on because of another virus program running..

    I deleted Avast and have nothing now .. and windows 10 is telling me this with pop ups saying you have no virus program running.. when I click on defender I get the notice ( see attached) that windows detects another program running there won't activate defender ..

    Now in the other room on another PC I used to have this same problem until one day few weeks back a poop showed me that Microsoft has fixed this and I could then run defender as well as another virus/ malware program running no issues . .but here on the laptop no go ....

    What did you use to remove Avast? It sounds like it wasn't removed cleanly. Did you reboot after the uninstall?

    ran the uninstall in safe boot rebooted still no defender .. uninstalled super spyware., still no defender .. ran sfc .scannow in cmd .. no problems reported ..

    Now I have no virus or malware protection and no defender .. guess I'll go back to my software and defender can wait till a major windows 10 update next year ..

    But there was a fix .. just don't know where to look on google for that fix ..

    Ok, so I'm guessing you just used Control Panel to uninstall the programs. You should use something like Revo or Geek Uninstaller next time. There may be remnants of those programs. You might even need to reinstall Avast and then remove it again with one of those tools.
