hardware OS compatiblity
If the specs of a piece of hardware says it is windows 8 compatible, will it be compatible and work with windows 10, as well?

The chances are quite good that it will be, but there is still no guarantee. You may want to check with the manufacturer of the device, especially if it requires a driver, to see if they have tested it with Windows 10. Even then, Windows 10 is a moving target. New drivers are released from time to time that may enable a device to work with Windows 10 that did not previously work. Also, what works with it today may not work tomorrow if Microsoft decides to drop support or releases an update with issues or that breaks support for a device.

I was asking because I have a friend who used windows 10 and wanted to get the Asus External Slim CD/DVD Writer SDRW-08D2S-U. It says that it is windows 8 compatible, but doesn't say that it is compatible with windows 10. I guess I should tell him not to buy it.

That's a standard USB device. It'll be fine on Win10.
