Disk Cleanup is missing from hard drive.

Got Windows 10 Pro on Dell Latitude and the Disk Cleanup button is not in Hard Drive properties. I stuck in my USB external to the laptop and it shows the Disk Cleanup. Strange. I was trying to get rid of my System file called "$WINDOWS.~BT" when I discovered that the button is missing. Could I just delete this large file instead? It's 4.49 GB.

Fixed it. I had the Recycle Bin clicked on "Don't remove to recycle bin..." checked. All is well after I took the checkmark out of this placement.
