When I click on the download it says what do you want to open file with- word pad, paint, notepad, IE etc.
It wont open, what shall I do now

You have to download the file not to open it.
After downloading you double click on it.

Sorry I have said this wrong, when I went to your link I clicked download and it says couldn't be downloaded-retry, I then clicked Retry and
it then downloaded and when I double click delfix_1_013_exe it says "How do you want to open this file" IE, Launch widows app, notepad,
paint, WMP or Wordpad.

While waiting for a reply I was browsing win 10 forum and noticed uwt4 download and thought i'll download this for later in case I need it.
Guess what happens when I try to open the uwt4_zip it does the same as delfix_1_013_exe "How do you want to open this file" IE, Launch widows app, notepad, paint, WMP or Wordpad. There's also a notepad icon next to it.
Also while typing this reply there's a squigely red line under everything I type, whats going on

Delete downloaded file, disable your AV program, download fresh file from my link and try to run it again.

Also just discovered I cant play any youtube videos, just getting an error warning black fuzzy screen

Reset Internet Explorer.
Download MIcrosoft FixIt file from here: http://go.microsoft.com/?linkid=9646978
You can use ANY browser to download "FixIt" file.
Double click on downloaded MicrosoftFixit50195.msi file to run the fix.
Make sure you follow ALL steps listed there.
