I had an older login which I was not able to access for the last few days. I was just able to access it now. I had this same problem with my Win 7 PC and you were able to resolve it for me then. What I did was go into IE> Tools> Manage add ons, rebooted and the stupid AdChoices are gone.

AdChoices Problem RESOLVED
Sending you a screen now will not help as the issue is Resolved.

I went into Internet explorer>tools>manage add-ons and Enabled Ad-Block and rebooted.
