I use two different editing softwares, one free and one costly (but not that costly) The first is Faststone Image Viewer (free) and Photoshop Elements (costs about $79)
I have msft student office on vista and 7 but haven't bought it yet for 8.1, i like the picture manager in it. I have IFview on both of those but on 8.1 it hasn't worked right.
I installed the other 2 mentioned, be a day or 2 before i check them out
May pick up the office eventually for ppt and the rest

Since the launch of Google Photos, we’ve had a lot of questions around what this means for the future of Picasa. After much thought and consideration, we’ve decided to retire Picasa over the coming months in order to focus entirely on a single photo service in Google Photos. We believe we can create a much better experience by focusing on one service that provides more functionality and works across mobile and desktop, rather than divide our efforts across two different products.
Many years ago i used it, more of a sharing service i thought,, now i have another with unlimited storage, works real good for me, has a fee with it but other benefits come with it
