I have run FDISK and FORMAT. My new hard drive is ready to have an operating system installed or accept a clone
of my Win 98SE old hard drive. My problem is I cannot find a site that offers a program to clone win 98. I would
rather clone then install a complete win 98 system. Are there any sites available where I can download a win 98
cloning program?

Did you try the cloning tools on the Ultimate Boot CD (See Midknyte's signature link) or Hiren's CD?

Clonezilla is included in Parted Magic on UBCD5. This would be a good time to create an image file backup to a USB drive. Then you can restore the image to the new hard drive. No guarantees it will work, since the drive is damaged.

This seems to require an Internet connection. The computer is not on the
Internet. What I need is a program I can download to my main computer
Then transfer to the win 98 computer.

You would need to download UBCD5 first, and burn it to a CD. You would boot the Win98 system from the UBCD5 CD.

Make sure to read the guide in Midknyte's signature link on how to burn the .iso file to a CD after downloading it.

i was unable to clone the hard drive with clonezilla because is was too damaged so I installed
win 98se onto a 250gb Harddrive. As mentioned before only 137gb was reported. With win 98se
installed could I still made a partition using clonezilla 3 in 1 with win 98se installed? How could
I do that?

You did not post any details that I saw on the computer hardware you have Windows 98 installed on. If the computer BIOS does not support LBA-48 addressing for the hard drive, you would need a controller card that does and that is compatible with your motherboard. However, if your BIOS is recognizing a 250 GB hard drive correctly, a controller card probably is not needed in your case. You might be able to use some software patches to allow you to use the full drive capacity. As always, make a backup before trying this. If something goes wrong, you might have to restore.

With 98, I used a ATA 133 Controller Card to beat the 137gb limit.
I would look hard at this today. Real hard.
