That's basically faking out Windows into thinking it had 3 hard crashes.
So F8 or Shift+F8 didn't work?

No nothing. Sitting in a dark room working on this I notice that when the Toshiba logo goes away the backlight for the screen lights it up, but then it goes dark and then it lights up and goes dark. I left it for over an hour and it didn't change. Bad video driver??

I ran a windows 8.1 disc that I got from a friend. I booted into Advanced Settings" I ran Start Up Repair, it said that it couldn't fix , then I ran System Restore, it said that there wasn't any restore points (interesting considering it is 2 years old.) Tried refresh it said insert install media which I don't have.
f8 and shift+f8 don't do anything. Same flashing screen.

Hmm. And you ran the Seatools extended diags? Always run the short/quick test first, then the long/extended test.
I doubt it's a bad video driver, unless you recently updated it.
Tried refresh it said insert install media which I don't have.
You didn't create the factory recovery discs? You can try the recovery partition. Note that this will wipe out all your data.
