Will Windows media work to burn an ISO file to a CD/DVD/BD disc or do I need a third party software like BURN CDCC?

Reason, with it I can slow down the burn so all of stuff is burned this easier to be read by cd/dvd burners.
Burning iso to dvd I use 8X, cds I use 16X
