malware cleaning was performed the day before ... and the interesting thing is when I do go to the start up tab for task manager there is NO OcumaYfiQ there at all .. not even close .. and Google search doesn't bring up anything at all .. I know it is in the start up msconfig section as this occurs when the last of the programs are being started . .but what program it is I have no idea ..

Well. you know the source folder. Did you look in the C:\ProgramData\OcumaYfiq folder to see what's in there?
Check Task Manager to see if any Ocuma processes are running. Kill those processes and then you can try renaming or deleting the C:\ProgramData\OcumaYfiq folder.
I know it is in the start up msconfig section
In Win8, you go into Task Manager, not msconfig. msconfig will tell you to open Task Manager for Startup items.
