Windows firewall was blocked the incredimail so I turned it off on windows firewall but now I tried to send a mail to incredimail but it still blocks it. What do I do now?

Why would you want to do that?
That would not be recommended. "Public" netwoks are like hotel or other "free" public WiFi networks. They are not secured, so you would generally not want to send any personal information using them. Some can be compromised by hackers.
