Vista handles RAM in different way than previous Windows versions like XP.
It'll cache almost all RAM it can so it's ready for use.
Thus you don't look at RAM usage.
If CPU usage is fine, you're fine.
That computer needs more RAM.
Windows 7 needs at least 2GB of RAM to run smoothly.
