HP Envy 14 Spectre (14-3011tu) not charging
The brick supplies power (from USB) to my phone, so that appears in good health. HP Support Assistant tests indicate battery is in good health, but it won't charge? Could it need a new battery? Or new cable from brick to laptop?

If the USB ports are charging your phone, then the power cable should be OK. The battery is likely to be the problem. How old is it?

Battery isn't charging, HP Support Assistant now says Status OK as well as UNKNOWN.

Now it says it's CHARGING (15%). Then it discharges. Then repeats. Battery cactus?

When it's done charging try cleaning the contacts on the battery and matching ones on the laptop with a cuetip and rubbing alcohol. Could be something as simple as dirty/corroded contacts.
VirtualDr email notices are not working.

All removable batteries have some type of contacts.
