The fact that you have a windows.old means you probably did an upgrade. You can get some funky errors after an upgrade, so I prefer to do clean installs.
You can make a system image with Windows backup.

Acronis is a far more polished product, although it's become a bit bloated recently.

Jerry, what kind of backup did you make exactly ?
A system image, is just that, an exact image of the computer at the time it was made, restoring from that will replace everything currently on the computer with the image, all files, programs installed, music, photos etc
One of the options in backup and restore is to create a system repair disk, so if you have a badly damaged windows and cannot use the recovery from within windows, you would boot from the repair disk and select the image to restore from.
Note windows has a massive help file that explains many topics including restoring and recovery, its always useful to read this as it shows you all the various options.
A backup will as the name suggests, backup important folders, your desktop, documents, music, plus you can select other folders to include if necessary, it does not back up installed programs.
You can explore the saved backups and restore individual files or folders if you want.
This is a picture of the contents of my backup.

There is no such thing as overkill. 'Open fire' and 'is it dead?' are the only sane options when threatened.

Who is the Manufacturer, and what is the model number of your PCI Serial Port card?

The manufacturer's web site should have the driver.

Look the card over carefully and see if you can find an FCC ID number. We may be able to locate the Manufacturer with that.

If a common, generic driver would work, Windows 7 would have already set it up for you.
Click Start, right-click Computer and select Properties. Click Device Manager (on the left), double-click Network adapters and then tell us what you see.

That is not a PCI Serial Port card. Was there no driver CD with it?

You will need to check the card for any markings you can find on it. Check both sides. If it has no markings at all, check for some components markings. Post them here so we can try to identify it. We need something to go on to locate a driver for it.
