free photo shop type programs

Is there any free photo shop type programs available? Daughter interested in photo editing, and is just starting out. She's pretty good! Thanks, Jim S

The Gimp is free, but not that easy to learn to use.

Another that she may want to check out that costs but isn't as expensive as full PhotoShop is PhotoShop Elements. Usually can be bought for about $80. Even less if bought at Amazon:
