All--When you use a "bootable" Win7 OS disk do you go to Install|Repair, and from Repair to Recovery before going to Desktop?

Yes. When the system boots from the DVD, you go to the Install. The desktop is not involved. Consider booting from the DVD with a brand new empty hard drive - no Windows Desktop exists. The bootable DVD presents the installer. Then if you boot the DVD on a system with Windows installed, the installer notices and offers the Install/Repair options.

So a DVD that does this is bootable.

I've never used the Microsoft Download Tool, but I suspect it is just a dedicated utility mainly intended for creating a bootable USB installer, but it also works with DVDs in case someone is unsure how to use the ISO to create a bootable DVD with whatever burning application their system has.

That link is much clearer than the US one.
I am pretty sure that the need to use the Download Tool to make a bootable DVD/USB thumb drive is only for ISO files purchased from the Microsoft Store.
A quote from the US MS Store site as posted earlier "This tool is only for use with the Windows 7 ISO file purchased from Microsoft Store."
And based on Platypus' post it seems that my ISO files from TechNet and burned by IMGBurnto a DVD are bootable.

I agree with Platypus, "mainly intended for creating a bootable USB". There are many utilities available for burning an .iso back onto a CD/DVD. Not so many for creating a bootable USB flash drive from that same .iso file.
